Even when stage-change permissions are restricted by role, users who have access to change stages can still select all workflow stages, including “Ready for Publish”.

This allows unintended stage transitions and can lead to accidental publishing, breaking the intended review workflow.

Users should only be able to select stages allowed for their role.
